Firstly sieve the flour and cocoa powder into a large mixing bowl, then add the margarine, sugar, eggs and chocolate chips. Mix it well, with an electric whisk until it is creamy, add a drop of warm water if the mixture isn't coming together very well. Put the mixture into 12 large paper cake cases. Place in the oven at 190 degrees until they are well risen.
